I Use Gimp 2. And I Can't Make Animated Ones, You Can Animate Yourself, Also I Can Do More Than MW2 Ones But Atm This Is A Mw2 Based One..
Edit:I Can Do Like Frozen, And I Can Mess About With Gimp Effects, Just PM Me Those Ones ;D

You can make animated ones in GIMP, Nak, I'll teach you how if you want.
It;s mostly frame by frame though, unless you have a plugin.
