You look down onto the city that you rule, and you think about what you should do to it.
Are you going to protect this city and it's residents?
Or would you want to tear this city apart?
This is your deciding fate, so choose wisely.
You stare into the horizon and see other cities in the distance, maybe after this cities taken care of you could go in and 'assist' the other ones.
Wow, weird how it happens right?

Civilian Job: (Banker, Police Officer, Retired, etc.)
Super Hero Name: (Make an awesome one.)
City Name: (Name your city, no real life cities. Denver, Houston etc.)
Alignment: (Good, Bad or Rouge. Rogue is neutral)
Type: (Cyborg, Alien, Bionic, Fishman etc.)
Theme Song: (Yes, for the lulz.)
Offensive Power: (Attack)
Defensive Power: (Defense/Heal)
Last Ditch Power: (Special)
Auxiliary Power: (Aid)
Bonus: (Attack,Defense,Life,Special,Aid)

Sidekick/Henchman: (They are NPC's, in which the GM's and I will control them. Also, you can name them and such)

The Character Sheet Has To Be Approved By The GM's In Order To Play!
How The City System Works
When you create a character, you have 0 Influence over the city. You gain influence by doing Good and/or Bad deeds.
A Hero example:
Hero goes and stops a bank robbery.
Hero is successful and gains +50 Influence over City.
Current Influence Over City: +50 Influence
A Villain example:
Villain goes and holds hostages for ransom
Villain is successful and gains -50 Influence
Current Influence Over City: -50
A Rouge example:
Rouge goes and takes over bank
Rouge is successful and gains -50 Influence
Current Influence Over City: -50
BUT, Rouges can go both ways, Good OR Evil.
Now, in order to capture a city, you have to have +500 influence or -500 Influence.
Also, after capturing a City you can go and try to Help or Take Over other cities.
Note: Expect the unexpected...
How The Sidekick System Works
You will control your sidekick/henchman.
Hero example:
Hero attacks robbers.
Hero tells sidekick to save the hostages.
Hero and Sidekick are successful.
Villain example:
Villain mind controls security guard.
Villain tells henchman to steal money.
Villain and Henchman are successful.
Rouge example:
Rogue goes and assassinates an important political figure.
Rogue tells Mercenaries to get the evidence.
Rogue is successful.
Note: Hero only has ONE sidekick. Villain has MANY henchman. Rouge has TWO Mercenaries.
