No, it's Mochicrypted, in which it makes the game harder to hack.
And no, it's not scrambled.

Mochicrypted - a special code (or "encryption") put in the game to prevent n00b hackers (like me) from hacking
Encryption - a number of things. Can range from code instead of text in the text document, to making it impossible to change from .swf to .txt
