can someone make a program that allows you to open CMD in a computer that dosent have administrative rights?

saw something about that on a site, lemme try to find it again.
It'll only take a few min.

Update: Yup, found it. Here's the file. NOTE: change the extension to .REG for the file to work.

or you can open notepad, type command.com and save as command.bat

1. change extension to .reg
2. open
3. open CMD
4. enjoy
