Maybe not decrease it by a billion.
maybe just... staybalize it because it's true earth can't handle 11 billion. Unless we were to drain some of he ocean we don't need. But that could take a LONG time.
Edit: and I'm not saying it will happen when we have a population of 7 billion maybe when we have 8 or 9 billion.
