magicman didn't break any rules, he just got people mad. Ucan went spam-crazy, and that doesn't fly.
Also, Magicman would've never been perma-banned if Martin didn't get pissed off so easily. Ucan actually did something to be banned.

Well, as for him being back, he could always use a proxy, but I don't think he will.

Hacking is not the only way to help around the forum.
If what you say is true, tim here could spam in all the sections, but if he were to hack, he would be considered a helpful user.
