Time is easy, supers are hard to tamper with since they bug easily.
Then I'll try.
I'm going to make a time hack & a hack so your meter starts off half full. Like SandSpur said, the power is very glitchy to hack.
BUT WAIT!
When you play the game in fullscreen, look what I found!

Apparently, pressing the one on the top advances a level, pressing the one on the bottom instantly fills up your power meter.
Maybe if I could find those objects' source in the SWF file...
