No. That is based on more than just a video card. You also need good graphic cards.

And a good processor and RAM.
Otherwise it lags like hell.

i have 4 gigs ram and aloth 2 x4 2.9 and it's blazing fast speed so no need worry for that :P

I have 12 gigs of RAM. AMD Phenom II X6 1075T(3.0GHz). And it's liquid cooled. It's my baby.
