The thing about Eleven is that there isn't a true final boss, because it's online.
My reason for choosing Kefka is simple, Kefka is probably the most accurate description of what a Villain/Final Boss should be, completely and utterly sociopathic makes you really worry whether it's serious or not. And then you've got the fact that, he had great character development, starting as nothing more than comic relief and quickly evolving into the crazy menacing boss that he is.

Sephiroth in Kingdom Hearts was fan-service and nothing more, the same with Cloud. All the little fan-boys and Fan-girls often get squeamish over a villainxhero because it's Yaoi/Yuri/Hentai or whatever. Nobody writes Kefka fanfics because they can't picture him doing anything because he's in-****ing-sane. Who else would destroy their world for jollies?
