Program help please

Guys I need your help for a program to do the next things:

>Convert videos from 101 MB or above to 100 MB.
>Convert THE videos from 30 minutes to 18-19 minutes. (as an example; the max is 20 minutes)
>Try and keep the high quality as much as possible.
>No deleting or cutting from the video's lengh.
