Well, the inspiration for the border is from Pedro23's sigs. I might be able to put up a tutorial, but It's kinda difficult. The tutorial making I mean, I think just about anyone would be able to make the border if they had a good tut.

About the font, I used alien encounters (http://www.dafont.com/alien-encounters.font) I used Solid regular.
If you want to know, heres how I came up with the other text effects
I typed the character "A", and made it the size I wanted. Then, I went to my gradients (blend) tool, and chose the gradient "brushed aluminum". I selected the text layer, and checked the little "lock box" in the layer dialog, to lock the transparent pixels. Then I held down the button ctrl and clicked and dragged upwards, so I would get a straight line and a perfect gradient. Then I gaus. blurred the text by about 1.5-2 px. After that, I added a layer mask to the text (after setting my foreground color to black) and added a bunch of paths over it, then I stroked all the paths with varying thicknesses. After I got the effect I wanted, I went to my brush tool and got a small fuzzy brush and brushed around the top and the bottom of the text. Then, I added the rest of my text in a smaller size, and repeated the process, with smaller thicknesses when I stroked the path.

Ah, come on.
Most of my sigs (recently) take a lot more work than this. I nearly gave it up as a bad job cuz I couldn't think what else to do, there really isn't as much as I usually add to a sig. But then I decided, "Hey that looks pretty cool, the way it is :O " And posted it here.
