The ???? is most likely Japanese, since the place where you download FGM 3.1 is filled with Japanese characters, The program has some too.

its chinese(simplified), just change the dll file from lan= chi to lan=en

In one of the menus you should see an extension arrow on one of the entries, mouse over that and click on English.
