I think that mods/admins react a bit to harshly, yes. I agree that rules have to be followed to keep order, but you can apply these rules in many ways.

    Re: harsh rules

Nobody asked for all the rules to be removed. Of course it would be against the rules to post pornography, or do other outrageous things.
The rules are a bit strict, compared to some forums.
In response to the first post, new users do sometimes get banned quickly, but I think it was mostly Martin who did that, so that's not as big of a problem anymore. That means, if you have several warnings, you probably deserve them.
But one thing that I don't really understand is the double posting rule. I'll just address this rule just as an example. Double posting would get someone in lots of trouble outside of the spam forum, or even in the spam forum. There isn't really a reason to double post rather than editing a post, but I don't see why it's that bad to double post. Some people say it messes up the post count, but post count doesn't really mean anything (People may disagree with me on this, but it doesn't matter how many or how little post you have, as long as you contribute to the forum) . Some people say that it floods the topic, but it isn't really a problem as long as the person who is posting multiple times isn't spamming, and isn't posting several words at a time. It can actually make things more organized. Like I was saying, this is just an example, and I don't expect this rule to be changed. I just wanted to explain that rules aren't always absolutely perfect.

    Re: harsh rules

I think the rules are ok.
I cant say how often on a day the rules are broken, but with strict rules we can decrease the ammount.
It only appears sometimes that a new user is banned. They are not reading the rules, and after they got warned they cry.
For example they request already hacked games. So a hacker does not know its already hacked and hack it. He wasted his time because of the newbie who did not read the rules. As far as i know, the most warnings are giving in request your hacks. When they are breaking the rules they make us the work harder.

When you read them and when you are a normal person, its easy not to break them.

Its easier to find intelligent life in the universum than in the internet.
