Plus, it can't be grayscale because of those yellow nukes

So this time you just downloaded a texture and used it as a background? Whatever, it is better than your other ones, in my opinion.
On the panda, you see how the edges of the head phones are a little rough? You can use the path tool to prevent that.

To be truthful, all of this was done with brushes. When you have over a thousand, ya gotta use em. Not a single effect or anything.
