It cannot be used in court as there is no virtual signature. A tick is not a valid legal signature.

so thats against the rules if you're 13-

Technically, you don't have to be 13.
You only have to be 13 when COPPA is in effect.
Usually, boards allow under 13s to get adult approval, which by the time you're 11 or so is silly.
