Its probably a simple IP Ban. Contact the site admin and see if he can replace it for a full account ban on the other account.

When we ban someone because he did something really bad, we ban username, IP and mail. With the username, we can find the IPs. Thats why need the name. I'm sure that guy used a proxy, so his IP isnt very usefull for us.
