You didn't decompress the file like your supposed to. Open the BTD3 again in a hex editor. Do you notice a CWS tag at the very start of the file? This signifies the file is compressed.
Purpose author compress there files to is mainly to reduce the file size. The objective before following the tutorial is decompressing the file first. Google contains many SWF Decompress utilities (http://www.buraks.com/swifty/swfc.html).
Once your decompressed the file open the BTD3 in your hex editor again. You should notice that the start of the file should read FWS instead of CWS.
FWS = Not compressed
CWS = Compressed
