Civilians aged 25 and above can only have TWO GUNS, and they must have a valid license AND they must be only be pistols and rifles. Any civilian who has more than two guns, or is aged below 25 and has a gun, or any civilian with anything other than pistols and rifles will have all their weapons permanently confiscated and they will be put into jail for 10 years.

What's so bad about instant build? What if your city is about to be destroyed?
