"Unknown quantity"?

I noticed that some users here have a grey bar thing and when I hover the mouse arrow over it, it says that "<username> is at an unknown quantity at this point" or "<username> is off the scale". What does "unknown quantity" mean and what does "off the scale" mean here? I don't understand.

Maybe the -999999 can be given to the bad hack requesters? And what does off the scale mean?

Pretty much the same question came up the last time:
According to the vBulletin Support this would be a user that has lower points than -999999 so at least -1000000. I would like to know a user with such a rep title so i can check that.

No offense but why is Dpetty off the scale? It is a disgrace to him because according to the thread about him was very respected and supposed to get like 2,000.

It shows "DPETTY is an unknown quantity at this point" for me which is correct as he has 0. You probably can't give him any because of the usergroup he is in. But thats just a guess and i can't change that as a mod.
