Vgking, they CAN'T! Congress is made up of more than just black people, thereforth it will most likely be veto'ed, and if it does pass and a court does judicial review it will be claimed as unconstitutional and it will not be a law regardless of my level of trust in you, or the level of insanity of the president-elects.
