I believe you mean a "bump". Bumps are when someone deliberately posts something to get a topic to the top of the forum. This is because as the topic gets older without posts, it gets "pushed" down by newer topics. People may bump a topic and bring it back up to the top.

It's not allowed anywhere but in the hacks section,and im not sure you can bump your own topic...
