28+28+14 = 70

70 legs in total unless there's a bus driver or something
then it would be 72

I already told you.

There are 7 girls. (14 legs)

FOR EACH GIRL there is 7 backpacks. (49 of those)
FOR EACH BACKPACK is 7 big cats. (343 of those, and 1372 legs)
FOR EACH BIG CAT there is 7 little cats. (2401 of those, and 9604 legs)

You add 9604, 1372, and 14 and you get 10990. Add the bus driver, who probably is there because the girls have backpacks (which they are going to school) and you get 10992 legs.

i didn't read that properly, i thought it meant each girl has 1 bag and 1 cat with 1 smaller cat.
