It would be a chat box.

Those scripts are called shoutbox and as far as i remember there are some mods for phpbb so it should be fairly easy to implement such a mod. I don't know if you can restrict who can view the shoutbox but that depends on the mod probably.

Internet Relay Chat is a program which connects you to a server. There you can open a channel and talk in it like any messenger just that you can read all the comments by everybody. So this is like a shoutbox just not in the browser.

Thanks for the Irc lesson.

Well you could make it that only mods and admins and can into it.
There could always be a certian rank that lets you access as in see that the chatbox is there.

Either way nobody said anything about the chat box, so i don't think its going to happen anytime soon.
