I saw the words "NOT LOGGED IN" and "$20USD" So I figure this is an online game, which of course is illegal. And besides, games with their own sites usually aren't anyway.

It is still hack able, it's you have to make an account if you want the exclusive stuff, like mochi games do with there stuff. And you gotta pay to make the game

The Registration/20$ is OPTIONAL for Captain Forever, you only need to register and pay 20$ for Captain Successor and the other part, which I think are sequels/prequels of Capt Forever. Capt Forever itself is FREE.

Is it online though, as in, MMO kind of thing?

No, the other ships that you see on the game are computer generated, AI ships that you are supposed to destroy and take parts from. The space you can explore I think is infinite, which the reason for so many ships, who are all generated, not real people.
