Let's take the discussion away from frames and engravings. I think a really nice dress would do the trick. Something about $99 (lol). You should really be investigating what kind of dresses she likes. If her b-day is a very short time away, just get her a rose red dress and it should be okay. It may not be her favourite, but it's better than nothing. She'll say she loves it anyway i betcha.
