I went to the Harman system to take some ships for my fleet.... And found an entirely new government called the Vir Union making a trade station there. How often is this event to occur and what does it occur through, and what is the Vir Union?

Well, a race of cyborgs hell-bent on assimilating any non-Borg ships or planets with useful technology or scientific knowledge to achieve perfection would sound weird.
