They can't make a top down shooter with all the weapons and enemies and maybe all the vehicles (not sure about the Banshee). The Flood would interesting.

Despite Master Chiefs power, that many Banshees would kill him! The Banshees Would be shooting him with light plasma cannons and fuel rod guns. And it would take an Assault Rifle forever to destroy a Banshee and they would be hard to hit. Banshees aren't as weak as they seem and are pretty good in a fight. They are not to be taken lightly.
